Cecil Foote has been associated with the Naval Petroleum Oil Shale Reserve (NPOSR) since 1991. As field operations manager for RMOTC, Cecil manages the operations of Teapot Dome Oil Field and RMOTC. He previously specialized in gas operations in Colorado including drilling, completion, operations, transportation, and marketing of gas from three gas fields in the Rifle, Colorado, area. Prior to joining RMOTC, Cecil worked for Questar, Terra Resources, and Pacific Enterprises. Cecil holds a BS in Petroleum Engineering from the University of Wyoming.
