Cecil Foote has been associated with the Naval
Petroleum Oil Shale Reserve (NPOSR) since 1991. As Field
Operations Manager for Rocky Mountain Oilfield Testing
Center (RMOTC), Cecil manages the operations of Teapot
Dome oil field as well as all field operations for RMOTC.
Initially specializing in gas operations in Colorado
including drilling, completion, operations, transportation
and marketing of gas from three gas fields in the Rifle,
Colorado area. Prior to joining RMOTC, Cecil worked
for Questar, Terra Resources and Pacific Enterprises.
Cecil holds a BS in Petroleum Engineering from the University
of Wyoming. |
